Introduction of Jharkhand State Employees Health Insurance Scheme: A Brief Insight

A serious illness can put years of savings at risk, especially when a family needs expensive treatment at a private hospital. To reduce this financial burden, the Government of Jharkhand introduced the State Employees Health Insurance Scheme (SEHIS), a dedicated health insurance scheme for eligible serving employees, pensioners and their families.

The State Cabinet, under Chief Minister Hemant Soren, approved the scheme in January 2025, and it came into effect on 1 March 2025. The Jharkhand State Arogya Society under the Health, Medical Education and Family Welfare Department manages the scheme. Its main objective is to help covered families access quality medical treatment without facing excessive financial pressure.

SEHIS provides health coverage of Rs. 5 lakh per family per year for general illnesses and up to Rs. 10 lakh for 25 listed serious illnesses, including cancer, heart disease and organ transplants. It also covers eligible medical expenses for 15 days before and 30 days after hospitalisation. Other facilities include air ambulance support in critical cases and lifelong coverage for eligible differently abled employees. The scheme covers over 6 lakh beneficiaries through more than 1,000 network hospitals.

Serving State Government employees must enrol by paying Rs. 500 per month. Eligible pensioners, current and former MLAs, All India Services officers, board and university staff, and registered High Court advocates can also join by paying Rs. 6,000 per year, according to their category. The scheme also covers eligible dependent family members, including spouses, children and dependent parents.

Beneficiaries can complete registration free of cost through the official SEHIS portal or the mobile app. After submission, the concerned DDO or designated verifier checks the details online. For assistance, beneficiaries can call the 24 hour helpline at 1800 3455 027.

Family members and other relatives who are not covered under SEHIS can explore the State Government’s Mukhyamantri Abua Swasthya Suraksha Yojana or the Central Government’s Ayushman Bharat PM Jan Arogya Yojana. Elderly parents aged 70 and above can also check the benefits available under the Ayushman Bharat Vay Vandana Card Scheme.

State employees, pensioners and other residents looking for additional health and welfare benefits can explore the available programmes on our Jharkhand Government Welfare Schemes List page.

How to Get Cashless Treatment and Claim Reimbursement

After receiving your Health Card, you can use the scheme to pay for eligible medical treatment in two ways. You can receive cashless treatment at a network hospital, or you can pay the medical expenses yourself and apply for reimbursement later. Follow the steps below to understand both processes.

Cashless Treatment at a Network Hospital

Step 1: Before admission. Keep your e Health Card or Health Card for the current policy year ready. Visit the official SEHIS portal and check the empanelled hospital list to find a hospital that provides the treatment you need.

Step 2: At admission. Visit the selected hospital and show your Health Card along with a valid identity card. The hospital staff will register your details and send a cashless treatment request to the insurance company or Third Party Administrator (TPA).

Step 3: During treatment. The insurance company or TPA checks your request according to the policy rules. Once the required approval is granted, you can receive eligible treatment without paying the covered expenses upfront.

Step 4: At discharge. The hospital sends the approved medical bills to the insurer for settlement. You may need to pay for services or expenses that the policy does not cover. Ask the hospital to explain any amount you must pay before completing the discharge process.

Reimbursement Claim for Treatment Paid by You

Step 1: Inform the scheme about your treatment. If you have already paid for your treatment, inform the scheme through email, the call centre or a visit to the designated office. Follow the applicable claim procedure and keep a record of your communication.

Step 2: Submit the required documents. Collect your medical bills, payment receipts, discharge summary, prescriptions and test reports. Submit the required claim documents to the district office, send them by courier or deliver them directly to the TPA office, as applicable.

Step 3: Wait for claim processing. The concerned authority registers and checks your claim according to the scheme rules. If the claim is approved, the eligible amount is reimbursed at applicable CGHS rates.

How to Download Your Health Card

Step 1: Open the official SEHIS portal and log in using your registered mobile number, password or OTP.

Step 2: After logging in, look for the Download Health Card option and open it.

Step 3: Download your e Health Card and save it on your phone. You can also print a copy and carry it when visiting a hospital for treatment.
