Introduction of Tamil Nadu Free Bicycle Scheme: A Brief Insight
For many girls and boys in Tamil Nadu’s villages, the school is three or four kilometres away from home. Walking takes time, and paying for bus travel every day can be difficult for some families. As a result, some students stop going to school after Class 10. The Free Bicycle Scheme helps these students continue their education by providing them with a bicycle.
The Government of Tamil Nadu started this scheme in 2001-02 for Scheduled Caste and Scheduled Tribe girls. Later, it extended the benefit to all Class 11 students studying in Government and Government-aided schools. The Revised Budget for 2026-27, presented on 5 August 2026, brought the scheme back with a modern look. The new round is also known as Puthiya Payanam Puthiya Vegam.
The Backward Classes, Most Backward Classes and Minorities Welfare Department, through the Directorate of Backward Classes Welfare, implements the scheme. The Adi Dravidar and Tribal Welfare Department looks after its own students, while schools prepare the lists of eligible beneficiaries.
The scheme aims to help students reach school easily and safely and reduce the chances of them dropping out, especially girls and students from villages. A bicycle saves travel time, while a helmet helps protect students during their journey.
Under the new round, each eligible student receives a modern, branded bicycle, along with a helmet and a water bottle. Around 5.32 lakh Class 11 students from Government and Government-aided schools will benefit. The State Government has allocated approximately ₹277 crore for the scheme.
Every eligible Class 11 student studying in a Government, Government-aided or partially Government-aided school can receive a bicycle, regardless of gender, community or family income. Students who already have a free bus pass can also receive one. However, students staying in hostels within school premises and those studying in residential schools are not eligible.
Students do not need to fill out an application form or pay any fee. Their schools prepare the beneficiary list using admission records, forward it to the concerned district office and distribute the bicycles at the school. Students who need help can approach their Headmaster or contact the Directorate of Backward Classes Welfare at 044-28551442.

How Beneficiaries Can Apply to Avail the Benefit of this Scheme
Students do not need to fill out any application form or pay a fee to receive a bicycle under the Free Bicycle Scheme (Puthiya Payanam Puthiya Vegam) of the Government of Tamil Nadu. The school prepares a list of eligible Class 11 students from its admission records and sends it to the concerned department. The department then arranges the bicycles, which are distributed to students through their schools.
Follow the steps below to make sure your name appears on the beneficiary list and you receive your bicycle without any difficulty.
Before You Start
Step 1: First, check whether you are studying in Class 11 (Plus One) at a Government, Government-aided or partially Government-aided school in Tamil Nadu.
Step 2: Make sure you do not stay in a hostel located inside the school premises. Students enrolled in residential schools are not covered under the scheme.
Step 3: Do not worry about your family’s income. The scheme does not prescribe any annual family income limit.
Step 4: Remember that having a free bus pass does not make you ineligible. You can receive a bicycle even if you already have a free bus pass.
Step 5: To understand the scheme, visit the Bicycle Distribution Scheme Page of the Directorate of Backward Classes Welfare.
Get Your Name on the School List
Step 1: Take admission in Class 11 at your school. The school prepares the beneficiary list using its admission records.
Step 2: Meet your class teacher and ask whether your name has been included in the list of students eligible for a free bicycle.
Step 3: Give the school any documents it asks for, such as your school identity card and Class 11 admission proof.
Step 4: Inform the school if you already have a free bus pass. Also, provide the correct details about your residential status so that the school can verify your eligibility.
Step 5: Ask your Headmaster to check your name, class and other details before sending the final list.
Step 6: The school sends the list of eligible students to the district office of the concerned department. The department uses this list to arrange the required number of bicycles.
Get Your Bicycle
Step 1: Wait for your school to announce the bicycle distribution date and venue. The school will inform eligible students about the arrangements.
Step 2: Visit your school on the announced date. Carry your school identity card for verification.
Step 3: Take your parent or guardian along if the school asks for their presence during distribution.
Step 4: Collect your free bicycle, helmet and water bottle from the school.
Step 5: Before accepting the bicycle, check its condition. Make sure the tyres are properly fitted, the brakes work and the bicycle has no visible damage.
Step 6: Sign the distribution receipt or acknowledgement slip provided by the school. Keep a copy safely for future reference.
After You Get the Bicycle
Step 1: Always wear the helmet while riding your bicycle to school or anywhere else.
Step 2: Keep your bicycle clean and park it in a safe place when you are not using it.
Step 3: If you find any defect or problem with the bicycle, inform your Headmaster immediately. The school can then contact the concerned department or supplier for assistance.
If Your Name Is Not on the List
Step 1: If you are studying in Class 11 but cannot find your name on the beneficiary list, meet your Headmaster and explain the problem.
Step 2: Ask the Headmaster to check your admission details and correct any mistake in the school records or beneficiary list.
Step 3: If the school cannot resolve the issue, contact the District Backward Classes and Minorities Welfare Officer of your district for further assistance.
Step 4: You can find the department’s contact details on the Official Contact Page of the Backward Classes, Most Backward Classes and Minorities Welfare Department.
